ACCESS POLICY FOR PERSONS UNDER SIXTEEN (16)

It is the policy of the Alabama State Port Authority (ASPA or "the Authority") that no person under the age of sixteen (16) shall be permitted access to piers, wharves, warehouses, open cargo storage areas, loading and unloading areas, rail spurs and holding tracks or areas containing critical facility infrastructure unless such person is a part of an authorized, escorted tour conducted by ASPA officials.

Persons under the age of sixteen may be permitted occasional access to operations and administrative offices located within the restricted areas of the Authority when accompanied by a parent or guardian if such parent or guardian is permanently employed by ASPA or is a tenant leasing offices within the restricted areas of the port. Such persons under the age of sixteen must be continuously escorted in accordance with the policies of the Authority for the duration of their visit.

Permission for visits by persons under the age of sixteen must be requested in advance for each visit and such persons must be logged in and out of restricted ASPA facilities in accordance with the established policies of the Authority. Permission for such visits by persons under the age of sixteen may ONLY be granted as follows:
  • Permission for visits by persons under the age of sixteen may be granted by the Chief of Police of the Authority.
  • In the absence of the Chief of Police, such permission may be granted by the Vice President, Planning and Security.
  • In the absence of the Chief of Police and the Vice President, Planning and Security, such permission may be granted by the Executive Vice President.
  • In the absence of the Chief of Police, the Vice President, Planning and Security, and the Executive Vice President, such permission may be granted by the Director/CEO.
  • No other person is authorized to grant permission for visits by persons under the age of sixteen
Persons who are granted permission for such visits by persons under the age of sixteen will be subject to the disciplinary policies of the Authority for badge violations if such persons fail to comply with this policy or the access policies of the Authority.

The Authority reserves the right to deny granting permission for visits by persons under the age of sixteen or to revoke permission previously granted, as follows:
  1. Submittal of false or misleading information to the Authority.
  2. Failure to adhere to the policies, rules and regulations of the Authority, including:
    • Any attempt to enter piers, wharves, warehouses, open cargo storage areas, loading and unloading areas, rail spurs and holding tracks or areas containing critical facility infrastructure by persons under the age of sixteen,
    • Any attempt to bypass established entry points.
  3. Failure to possess ASPA access credentials or present a TWIC upon request.
